This report was developed in response to a series of motions introduced and adopted by the Los Angeles City Council between December 2021 and May 2022 calling for the development of a plan for building decarbonization in Los Angeles. The first of these motions explicitly called for the creation of policies and goals that align with energy and housing justice principles. Per the directives in that motion, the CEMO compiled this report to summarize the findings from the CELA Series, targeted focus groups, and expert interviews, and to provide recommendations to the City as it moves toward developing equitable decarbonization policies and programs for new and existing buildings.
